Gli indicatori numerici nella disciplina dei comitati etici: è possibile misurare l’eticità?

Abstract [It]: La valutazione degli aspetti etici gioca un ruolo assai importante quando parliamo di ricerca scientifica e sperimentazioni cliniche. È allora possibile misurare il livello di eticità degli organismi preposti a tale valutazione? Evidentemente sì, con il nuovo strumento dell’OMS «WHO tool for benchmarking ethics oversight of health-related research involving human participants» progettato nel 2023 per consentire ai paesi membri di effettuare un’autovalutazione dei propri sistemi di revisione etica delle sperimentazioni cliniche, identificarne punti di forza e limiti e sviluppare piani di miglioramento sulla base delle valutazioni così effettuate. Il presente contributo si concentrerà dunque sull’analisi di tale strumento, composto da sette categorie e da quarantotto indicatori, ovvero attributi che dovrebbero essere presenti in ogni ente adeguatamente funzionante e sulla «rating scale» che consente di verificare quanto quegli indicatori siano sufficientemente implementati nell’organizzazione dei Comitati etici. Conseguentemente, si avanzeranno alcune riflessioni sull’attuale emersione di un’etica sempre più tecnica e “misurabile”, lontana oramai da quel concetto indefinito a cui siamo stati abituati a pensare.

Title: Quantitative indicators in the ethics committees’ framework: is it possible to evaluate ethics?

Abstract [En]: The evaluation of ethical aspects plays a very important role when we talk about scientific research and clinical trials. Is it then possible to measure the level of ethics of the bodies responsible for this evaluation? Apparently yes, with the new WHO tool «WHO tool for benchmarking ethical oversight of health-related research involving human participants» designed in 2023 to allow member countries to carry out a self-assessment of their ethical review systems for clinical trials, identify strengths and limitations and develop improvement plans based on the assessments carried out. This contribution will therefore focus on the analysis of this tool, composed of seven categories and forty-eight indicators, i.e. attributes that should be present in every properly functioning institution, and on the "rating scale" which allows checking to what extent those indicators are sufficiently implemented in the organization of ethics committees.Consequently, some reflections will be put forward on the current emergence of an increasingly technical and "measurable" ethic, far from that indefinite concept that we have been accustomed to thinking about.
