 Hungary and the Perfect Storm: European Parliament Elections and Financial Conditionality Linked to Rule of Law Violations

As with the previous renewal of the European Parliament, Hungary remains under «close observation». Observers find it incredible how a state that was a «pioneer in the democratization and European integration process of former socialist states in Central and Eastern Europe» has shifted its system towards nationalist, conservative, and populist ideals. In April 2010, the center-right political formation led by Viktor Orbán, Fidesz-KDNP, won the elections decisively. With more than two-thirds of the parliamentary seats—262 out of 386—this allowed Orbán to instill an illiberal character into the Hungarian democratic process through the approval of the Fundamental Law, enacted by the Hungarian Parliament in April 2011 and in force since January 1, 2012.
