 Il sistema delle politiche attive del lavoro tra Stato e Regioni alla luce del PNRR

Abstract [It]: L’articolo si propone di indagare le recenti politiche attive del lavoro previste nel PNRR e, in particolare, l’evoluzione del ruolo dei protagonisti in quest’ambito – lo Stato, le Regioni e, a suo modo, la Corte costituzionale – a partire dalla riforma del Titolo V. Si tenterà di tracciare una linea evolutiva che permetta di carpire gli (eventuali) elementi innovativi e di discontinuità nell’assetto delle competenze, tanto nell’ambito lavoristico, quanto più generalmente del rapporto tra Stato e Regioni.

 

Title: The system of active labor policies between the state and regions in light of the PNRR

Abstract [En]: This paper aims to investigate the most recent active labor policies provided in PNRR Mission V and, in particular, the evolution of the role of the actors in this framework - the State, the Regions and the Constitutional Court - since the reform of Title V. An attempt will be made to draw an evolutionary line that will allows us to capture the innovative elements and the discontinuities in the system of competencies, both in the labor sector and in the relationship between the State and the Regions.
