The purpose of the Opinion is to examine the advantages and disadvantages of the use of assistive technology in the judiciary. It recognises that societal use of technology will continue to develop. Courts and judiciaries should keep pace with such developments. Additionally, it stresses the importance of developing and using technology in ways that maintain and, where possible, enhance the fundamental principles of the rule of law. It may, for instance, be used to support the work of judges and of parties to judicial processes improving accuracy in decision making. It may also promote speed and efficiency in the administration of justice. It should particularly enhance judicial independence and impartiality both of which are guaranteed internationally by the European Convention on Human Rights (ECHR) as well as by the Universal Declaration of Human Rights and other European and international instruments.
