Abstract [It]: Tenendo in considerazione il contesto della c.d. “simbiosi industriale” e del ruolo ricoperto dalla politica pubblica per implementarla, il contributo indaga le molteplici sfide connesse all'attuazione di una piena circolarità, con particolare focus sul settore agroalimentare - sia a livello di produzione, sia a livello di consumo. Tali dinamiche risultano pienamente sintetizzata nel settore produttivo del packaging (la cui maggiore percentuale di utilizzo è legata all'industria agroalimentare), recentemente protagonista del Regolamento Packaging and Packaging Waste Regulation – PPWR, di prossima entrata in vigore. Dopo averne enucleato gli elementi salienti, lo scritto si interroga sull'adeguatezza di tale strumento giuridico self-executing alla luce di un'Europa a geometrie variabili.

Abstract [En]: Considering the context of “industrial symbiosis” and the role of public policy in its implementation, this paper explores the various challenges associated with achieving full circularity, with a specific focus on the agri-food sector, both in terms of production and consumption. These dynamics are particularly evident in the packaging industry, where the largest share of usage is tied to the agri-food sector. Recently, packaging has been the focus of the Packaging and Packaging Waste Regulation (PPWR). After highlighting its key elements, the paper examines whether this self-executing legal framework is sufficient in the context of a Europe with variable geometries.
