Title: The Piecemeal Approach to Reforms and the Failure of the Westminster Model transplant: the Ninth Amendment to the Constitution of Lesotho, through an excess of premiership and hyper-parliamentarism
Abstract [En]: Among the Southern African countries that have been involved in recent revision processes of their respective Constitutions, Lesotho certainly occupies a unique position. Since the turmoil at the turn of the 20th century, the Constitutional legislator has often been forced to take action in a piecemeal and haphazard way. The Ninth Amendment to the 1993 Constitution is a blinding example of such a trend.
