 Integrazione nella scuola inclusiva: alunni con background migratorio nella scuola italiana in una prospettiva europea

Abstract [It]: Il Piano d’azione della Commissione sull’integrazione e inclusione funge da cornice per delineare la tutela degli alunni con background migratorio nell’ordinamento giuridico italiano. Anche se le normative e le politiche generalmente risultano aperte verso le fragilità e si basano sul principio dell’inclusione, si possono identificare diverse aree dove il riconoscimento del bisogno di misure di supporto non è accompagnato da garanzie adeguate e necessarie per rendere effettivo l’esercizio del diritto all’istruzione. Interventi normativi nelle direzioni indicate non solo rafforzerebbero il processo di integrazione e inclusione nelle scuole, ma darebbero il loro contributo ad un migliore risultato anche in termini di obiettivi fissati nel Piano d’azione della Commissione.

 

Title: Integration in inclusive schools: Pupils with migrant background in Italian schools in a European perspective

Abstract [En]: The Commission’s Action Plan on integration and inclusion serves as a framework to trace the protection of pupils with migrant background in the Italian legal order. Whereas the norms and policies generally prove to be accommodating towards vulnerabilities and are built on the principle of inclusion, various areas can be identified where the recognition of the need for supportive measures is not accompanied by adequate guarantees necessary to render effective the exercise of the right to education. Legal interventions in the proposed directions would not only strengthen the process of integration and inclusion in schools, but they would contribute to a better performance also in terms of the goals laid down in the Commission’s Action Plan.
