Le Camere dopo la pandemia. Una prospettiva a partire dall’esperienza del coronavirus

Abstract [It]: L’emergenza lanciata dalla pandemia ha imposto alle Istituzioni delle “democrazie stabilizzate” uno stress test che, seppur con intensità differenti, perdura. I Parlamenti si sono trovati dinanzi alla sfida di garantire la loro efficienza e funzionalità nel rispetto delle misure sanitarie. Ciò ha stimolato l’introduzione di strumenti in grado di assicurare la continuità dei lavori e delle attività parlamentari. Il contributo intende delineare il quadro delle misure assunte a tal fine dall’inizio della pandemia ad opera del Parlamento italiano. Si terrà conto sia del quadro normativo che della prassi e della “giurisprudenza” parlamentare. Si rifletterà, alla luce delle esperienze di altre Assemblee parlamentari, sul modo di “essere Parlamento” nella pandemia e sulle opportunità da essa lanciate per pensare una nuova rappresentanza “integrata”, fisica e da remoto, nell’epoca digitale: per un Parlamento “diffuso” e “connesso”.

Title: The Chambers after the pandemic. A perspective from the coronavirus experience

Abstract [En]: The emergency launched by the pandemic imposed a stress test on the institutions of the 'stabilised democracies' that, even if with different degrees of intensity, continues. Parliaments have been faced by the challenge of ensuring their performance and functionality in compliance with health measures. This has stimulated the introduction of instruments to ensure the continuity of parliamentary work and activities. This paper intends to outline the framework of the measures taken to this end since the beginning of the pandemic by the Italian Parliament. It will take into account both the legislative framework and parliamentary practice and 'jurisprudence'. It will reflect, in the light of the experiences of other parliamentary assemblies, on the way of "being a Parliament" in the pandemic and on the opportunities launched by it to think of a new "integrated" representation, physical and remote, in the digital age: for a " widespread" and "connected" Parliament.
